The purpose of this study was to create an instrument which identifies characteristics of quality laboratory experiences in child development programs. Content validity was established through the use of a panel of experts and the participation of subject-matter experts who were community college instructors of child development/early childhood. The sample of 75 subjects represented 16 states, and responded to a two round questionnaire. The Delphi technique was used to reach a group consensus. Items which did not receive a high degree of consensus were deleted after the second round. Fifty-four of the original 180 items were excluded, creating an instrument with 126 items. These 126 items are all criteria which could be used to evaluate a model training center or a community field site for child development trainees.
